The Marshall Plan

The potential for success in applying a "Marshall Plan" to societies less developed economically than Europe has been exaggerated. Before the Marshall Plan went into effect, in 1948, Europe's roadway, highway, railroad, waterway and electric infrastructures had already been rebuilt, and knowledge and education needed for an advanced industrialized society were in place.
