Humans have inherited empathy. They could not have survived without it. Dogs also have empathy, as dog owners know. Without empathy, dogs could not have lived in packs, and female dogs would not have cared for their young. We don't know the extent to which other creatures have also inherited empathy as a part of their biology that has made survival for them possible.
Humans who come into the world deprived of this biological characteristic we call psychopaths. In former times they did not long survive. The community in which they lived drove them out or killed them.
